In mid-November 2019, Minister of Economy Emil Karanikolov signed a draft law amending and supplementing the Law on Administrative Regulation of Economic Activities Related to Oil and Oil Products (or ZARIDSNPNP), according to the ministry’s press office.

The comments received during the public consultation process have been taken into account, and the document has already been submitted to the Council of Ministers and is awaiting consideration.

Following the adoption and promulgation of the Amending and Supplementing Act, the relevant amendments to the Ordinance on the Procedure and Conditions for Keeping a Register of Persons Carrying Out Economic Activities Related to Petroleum and Petroleum Products will be drafted.

Statements by Minister Karanikolov made it clear that after the adoption of this law, the state will not stop taking measures to clean up the fuel sector. “The Ministry of Economy’s proposal is that in the event of a violation by entities registered under this law and entities that are not registered – the so-called departmental entities – a ban will be issued, there will be a register not only of those entities that are allowed to carry out this activity, but a ban will be issued for a period of three years on this facility carrying out this activity, i.e. even if someone decides to transfer ownership, they will not be able to use this facility for the next three years for the activity, namely the supply, storage, and production of oil and petroleum products. This will create effective control,” said Emil Karanikolov, quoted by Focus News. Minister Karanikolov also recalled that this law was passed a year ago and caused tension in the sector, but after discussions with the interested parties, an agreement was reached to amend certain texts.

Karanikolov pointed out that among the leading topics of debate, after the bill is sent to parliament, will be the requirements for registration of individuals.
